The ARPANET (or also known as Advanced Research Projects Agency Network), was formed in 1969 with the main purpose being for communicating as well as to share computer resources among mainly scientific users at various institutions that were all connected. Developed in the United States under the direction of the agency, the ARPANET was based around the new idea of sending information in small units called packets which could be routed on different paths then reconstructed at their destination.
